Our process changed to four steps.
We shortened the process further reducing some of the steps and taking
advantage of some opportunities to further Streamline the program to
continue delivering a viable option for Commanders and installation
leaders needing an MWR facility or service.
Our goal is to deliver a PPV project in 40 Weeks from Project Approvals
(Step 2) to Awarding Contract & Executing Lease (Step 4).
- INSTALLATION INITIATES PROJECT
- Letter of Intent (GC thru Region/IMA)
- Local Congressional & Community Support Letters
(GC, DCA, PAO)
- Project Submission Information to CFSC (DCA,DPW) w/
copy of ROA.
- Original ROA (DPW thru Region & IMA to ACSIM)
- Real Estate Appraisal (CFSC & COE) once ROA leaves
installation
- PROJECT APPROVALS (24 Weeks)
- ACSIM submits ROA to OASA(I&E) for DOA
- CFSC submits request to OASA(M&RA) for approval to
proceed with project
- After DOA and project approval received CFSC submit
project to
OSD for Congressional Committee approval with NAF Major Construction
Program submissions
- Industry Competition
- Issue Request for Proposal (RFP)
- Pre-Proposal conference at Installation
- Source Selection Evaluation Board
- Issue Conditional Notice of Award
- FINALIZE DEVELOPMENT AGREEMENT (14 Weeks)
- Business Plan Development and Review
(Inst/Developer/CFSC)
- Notify OASA(M&RA) of approved business plan and
secure approval to award thru OSD
- Two Week Contract Award Notification to Congressional
Committees
- AWARD CONTRACT & EXECUTE LEASE (2 Weeks)
- Appoint COR
- Finalize Lease (USACE/Developer)
- Finalize MOA w/Installation
