This guidebook builds on our commitment to establish a solid corporate planning process. Like the Army MWR Vision for the 21st Century and The Army MWR Strategic Action Plan, the MWR Strategic Business Planning Guidebook and its appendix, Preparing a Strategic Business Plan Handbook, transcend lines of command and geographical boundaries. The development process has, in the truest sense, been an MWR corporate effort.

This course of action was originally conceived by one Major Army Command (MACOM). The process has been brought to fruition through a steering committee composed of members from each MACOM and the Family and Morale, Welfare and Recreation Command staff element. The MACOMs provided installation staff for a Process Action Team that worked diligently to provide cohesion to the effort. This guidebook has been tested at three Army installations of diverse size from different MACOMs. An actual business plan was constructed at each installation, the process reviewed, and modifications made.

In Change 3 of the MWR Strategic Action Plan, the MWR Board of Directors has required each installation to have a MWR Strategic Business Plan in place by 2d Quarter, FY99. While the guidebook and handbook are not mandatory, their use will, for the first time, insure a standard and disciplined approach to Army MWR planning.
