The Major Projects Division, Nonappropriated Fund (NAF) Contracting Directorate, is responsible for major projects (over $750,000) construction contracting, and Capital Project Minor Construction (CPMC) projects (under $750,000) construction contracting when requested by Installation Management Command (IMCOM) regional offices. The division also contracts for professional architect and engineer services, project validation assessments, cost estimates, and other project-related consulting services. Contracting for construction is primarily done by competitive design-build requests for proposals, or direct negotiations with firms awarded competitive design-build Indefinite Delivery Indefinite Quantity (IDIQ) contracts for both design and construction. The division also procures furniture, fixtures and equipment for both major and CPMC projects. The Family and Morale, Welfare and Recreation Command (FMWRC) has established Memorandums of Agreement (MOAs) with the Navy, Navy Exchange Command (NEXCOM), Marines, Air Force, Army-Air Force Exchange Service (AAFES), Coast Guard Exchange Service (CGES), and Defense Logistics Agency (DLA), and provides NAF contracting support for their construction-related programs.
