The Assistant Chief of Staff for Installation Management is the proponent for Army general libraries. The libraries are managed through the Family and MWR Command (FMWRC), Library Program Office.

A network of Army general libraries supports Army knowledge requirements. Approximately 100 general libraries are available Army-wide in fourteen countries around the world.

The FMWRC Library Program Office provides policy, program direction and standards; evaluates and advises full service libraries; integrates and coordinates library activities and services, and acts as a resource for librarians concerning career development. Additionally, the FMWRC Library Office provides central acquisition services for libraries for the purchase of books, and digital reference material.
