Benchmarks provide performance targets which are designed to help installation commanders and business managers evaluate, monitor and make adjustments to local operations to meet increasing income requirements. The benchmarks are based on industry standards, Army historical results and other Service's results. The benchmarks are not mandatory but a tool to help improve operations.
