Policy on APF support for utilities expanded

Policy on appropriated fund support for utilities is expanded to include category C military morale, welfare, and recreation programs except for golf courses in the United States (50 States).

Utilities are authorized for the golf club house and grounds immediately surrounding the club house and any other supporting facility (golf cart storage facility) which supports the MWR program, but not for any part of the golf course. Golf courses located at sites within the United States designated by the Secretary of Defense as remote and isolated are also authorized APF support for utilities.

All Armed Forces Recreation Centers to include those off an installation, such as Armed Forces Recreation Center-Orlando (Shades of Green) and Edelweiss Lodge and Resort and other military MWR recreation facilities, such as Destin Army Recreation Area, are included.

The revised policy also includes the buildings for civilian MWR activities on military installations, but does not include those buildings off military installations.

Support for Category A and Category B MWR programs should be funded before Category C MWR programs. The law specifically states: “Appropriations for the Department of Defense may be used to provide utility services for buildings on military installations authorized by regulation to be used for morale, welfare, and recreation purposes; and other morale, welfare, and recreation activities for members of the armed forces.” ( FY 05 National Defense Authorization Act (10 USC 2494).

Policy is implemented in AR 215-1, appendix D, dated 15 August 2005.
